If you see her from afar, she looks like a puppy in some ways, but she is not a puppy. She is almost an adult.
This is the entire dog! She is the smallest dog we currently have in the shelter, and she refuses to be adopted no matter what.
Don’t be fooled by the so-called smile, it’s not a smile, it’s panting from stress. Look at her tail, it tells it all. And that’s probably why no one chooses her.
Carmela, who is short like a little lump, with sheepdog-like fur and a Chihuahua's face, is quite fearful. She doesn’t approach easily, she goes for walks timidly around the yard, looking to stick close to the one sister she still trusts since all her other siblings have been adopted, and she avoids humans as much as she can.
It will take her time to open up and start feeling comfortable in a home, but she is still young and has room to change.
Ideally, she should go to a quiet neighborhood, not too urban, and if there is a garden, it will help her make a smooth transition from the safety of the home to the outside world, which will be stressful for her because everything will be unfamiliar and frightening.
